THE MOST FEARED OF ALL POLICE, especially to police themselves, were the loathed spirit-beings known as the Featherfeet. Drawing on the wealth of indigenous culture, the upper echelons of the Police Service kept control over corrupt wrongdoers in the ranks by instituting a system of internal inquiries. The group operated silently, swiftly and without regard for their own safety at the hands of aggrieved crooked coppers. The Kudaicha Man was an appointee of the elders with the power of vengeance over transgressors. From the softest downy feathers of young emus special shoes were made for the Kudaicha Man, slippers that left scarcely a mark other than a vague print in the sand as he circled the camp of his target.
